About Frank
A first-generation Chinese American who fled Communist China, Frank has dedicated his life in America to quality education, the U.S. Constitution, and the liberty that drew him here.
From Communist China to the American Dream
Frank Xu is a first-generation Chinese American who has dedicated his life in America to advocating for quality education and the significance of the U.S. Constitution, and to warning against the perils of illiberal ideologies such as communism. This calling to public service stemmed from Frank's personal experience fleeing Communist China, and it has only strengthened through his years appreciating America's liberty. He fought his way through and out of a repressive regime to raise his family of two children, who are now in college.
Refocusing Education on Academics
Over the last two decades, Frank has been alarmed by the rising tide of communist, Marxist, and socialist indoctrination in American education, from K–12 to higher education. American colleges and universities have become hotbeds for far-left extremist propaganda, compelling the younger generation to embrace fringe ideologies of race, gender, and economic redistribution.
Institutions of higher education repackage these illiberal and un-American ideas under fancy code names such as “antiracism,” “social justice,” and “diversity, equity and inclusion” — but the core of dividing Americans into crude groups, socially engineering equal results, and brainwashing our children remains the same. Palomar College, with its unapologetic endorsement of these dogmas, is no exception.
Refocusing higher education institutions like Palomar College on academics and apprenticeship, instead of political dogma, is the way forward for this country.
Frank sees the signs, knows that nothing good will come of it, and is resolved to stop his adopted country from making the same mistakes. Communism and socialism have been proven failed philosophies over and over again, and they should be rejected by our students through proper education and affirmation.
Faith, Service, and Giving Back
A follower of Christ, Frank grounds his community service in his faith. He believes in giving back to the community and to the country he now calls home. Over the last 15 years, Frank has co-founded a number of nonprofit organizations dedicated to the causes of equal opportunity, merit, and quality education.
Equipped with real-world business experience, he has helped all of his organizations run on balanced budgets. Each organization — notably without any public taxpayer funds — has built a growing track record that advances its mission and delivers measurably positive results.
Showing Up for Palomar
Here in the Palomar Community College District, Frank has applied the same enthusiasm and spirit of volunteerism, consistently attending board meetings in person and speaking up over the last two years. He has voiced concerns about the school's antiracism work and advocated for policies that promote equal opportunity and uphold standards.
In the face of criticism and doubts from a loud minority of far-left activists, he refuses to retreat into silence. Frank's persistent advocacy has been covered by The Telescope, the student newspaper.

Main Issues
Fighting for students, taxpayers, and academic excellence
Financial Accountability and Transparency
Palomar College has faced ongoing budget deficits. The current fiscal year (2026–27) has an estimated shortfall of $6.7 million. Frank will work with his colleagues on the board and college administrators to reduce wasteful spending, streamline bureaucratic processes, and anchor fiscal decisions in student success. He will also improve financial transparency and accountability by engaging the public and collaborating with community partners to increase revenues from apprenticeship programs.
Depoliticizing the Campus and Curriculum
As a public community college serving mostly local students, many of whom don't come from affluent backgrounds, Palomar College should have a laser focus on academic excellence. Thought experiments from DEI to antiracism have been shown by study after study to have zero net value for student learning. Rather, these ideological purity tests take away from learning and create a toxic campus environment in which a loud minority of far-left activists monopolize the public square. Frank will work tirelessly to expose and stop the invasion of cultural socialism, racial Marxism and its gender ideology variation. He will champion free speech for all students and faculty and promote viewpoint diversity.
Stopping Enrollment and Financial Fraud
Amidst continual enrollment declines, California Community Colleges are also handicapped by fraudulent application and enrollment. California community colleges have lost more than $30 million since 2024 to a massive enrollment fraud scheme orchestrated by automated bots and overseas syndicates. Frank brings business acumen from both his decades-long work in the tech sector and volunteering experiences to take on fraud schemes and improve the financial performance of the college.
Academic Success
The success of every student is what sustains a higher education institution. Frank will ensure that Palomar College dials down on counterproductive programs that do nothing to increase student achievement and directs its resources primarily to prepare students for future successes. Faculty members should be evaluated by objective measures of student success, rather than subjective accounts of dogmatic loyalty oaths. Frank is resolved to put the focus rightfully back on learning and academic success.
Career Readiness and Competitiveness
No more “re-education” camps to pump out future activists who can't contribute to society in any productive way. Palomar College needs to help its students improve their job competitiveness through value-adding initiatives in career readiness, apprenticeship and job placement. Frank can enhance this mission by reaching out to San Diego's business community for mentorship opportunities, internships, and other collaborations.
